Tokyo Go-Kart License Rules: IDP, Japanese Translation & JAF
The four valid Tokyo kart licenses
1. Japanese driver’s license
If you already hold a Japanese license, you’re done. No permit or translation needed.
2. 1949 Geneva Convention International Driving Permit (paper booklet)
The single most important document for a Tokyo kart tour if you are not from the six countries below. This is a paper booklet, not a card. It must be issued under the 1949 Geneva Convention by the same country that issued your home license, and it must be obtained in your home country, before you travel. It cannot be renewed or obtained online during your trip. Cost: around $20 from AAA (US), £5.50 from the UK Post Office.
Issuers: AAA or AATA (US), AA (UK), CAA (Canada), ATCUAE (UAE), or your country’s national automobile club. Order it now.
3. JAF Japanese Translation (six countries only)
Citizens of Switzerland, Germany, France, Taiwan, Belgium, or Monaco have an alternative: your home license plus an official Japanese translation from JAF (Japan Automobile Federation). You cannot use an IDP; you must use this route. Apply to JAF in Japan or obtain a translation before you arrive.
4. SOFA License (US Military in Japan only)
If you are a US service member stationed in Japan, your SOFA license is valid.
Invalid licenses and permits (do not attempt these)
- 1968 Vienna Convention IDP: card-format permits are worthless in Japan. You need the 1949 Geneva booklet.
- Digital/app-based licenses: Japan does not recognise digital driving licenses or photos, even if your home country issues them.
- Expired documents: your IDP or license must be valid on the day of your tour.
- Temporary or probationary licenses: Japan generally does not accept these.
- Licenses from outside the 1949 Convention: China, Indonesia, Mexico, Brazil, Qatar, Saudi Arabia, Pakistan, Kuwait, Colombia, Costa Rica and others cannot drive in Japan, period.
The no-refund rule
This is the crux. Operators check your documents at check-in. If you show up without the right paperwork — wrong IDP format, expired permit, missing JAF translation, or a non-accepted license — you will be turned away with no refund. Most kart operators ask you to email a photo of your license and IDP weeks ahead to verify before you arrive.
Get your IDP now, in your home country. Do not wait. If your country is on the six-nation JAF list, contact a Japanese embassy or JAF about translation options before you arrive. If your passport is from outside the 1949 Convention list, you cannot drive in Japan, full stop.
Book in advance — operators will verify
Most Tokyo kart providers ask for 2–3 days notice to check your documents. They will email you a confirmation showing your operator. That email is your proof. Book here and reply to the operator’s document request immediately.

Do I need an International Driving Permit for Tokyo go-karts?
If you are from most countries, yes — a 1949 Geneva Convention paper booklet IDP. Can I get an IDP in Japan or online?
No. The IDP must be issued by the same country that issued your license, in your home country, before you travel. It cannot be obtained online mid-trip or renewed in Japan. Order it now from AAA (US), AA (UK), CAA (Canada) or your national auto club.
What if my IDP is card-format or digital?
It is invalid in Japan. You need the paper booklet format under the 1949 Geneva Convention. The 1968 Vienna Convention (card) does not work. Digital licenses do not work.
What if I show up without my IDP?
You will be turned away with no refund. Most operators send a confirmation email showing your documents were approved. Keep that email. No email, no tour.
Can I drive in Japan with a license from [my country]?
