Closed-toe shoes are mandatory — the operator will turn you away if you wear heels, sandals, or flip-flops. Wear comfortable clothes you can sit and drive in for 1–2 hours. Layers are good because you spend time in the kart (open-air, could be cool) and time in the check-in area or briefing (might be air-conditioned). Raincoats are provided if it rains. The costume is hilarious and provided; just wear it.
